More than 525,000 Minnesotans make their homes in Ramsey County. Located in the heart of the seven-county Twin Cities metropolitan area, it is the second-most populous county in Minnesota with about 10 percent of the state’s residents. Ramsey County was established on October 27, 1849, one of the original counties of the Minnesota Territory.

Predominantly urban, Ramsey is Minnesota’s smallest and most densely populated county, spanning 152 square miles. Ramsey County communities are nationally known as attractive, livable places rich in history, diversity and opportunity.

Ramsey County includes all or part of the following cities: Saint Paul (the state capital and county seat), Arden Hills, Blaine, Falcon Heights, Gem Lake, Lauderdale, Little Canada, Maplewood, Mounds View, New Brighton, North Oaks, North Saint Paul, Roseville, Shoreview, Saint Anthony, Spring Lake Park, Vadnais Heights, White Bear Lake, and White Bear Lake Township.

Ramsey County's departments are organized into four Service Teams and a Strategic Team. The Health and Wellness Service Team includes an Administrative Services Division and the Community Corrections,
Financial Assistance Services, ​Healthcare Services, Public Health, Social Services, and Veterans Services Departments.

Administrative Services provide a variety of services to the departments, these include Business Support Services, Contract Management and Planning, Fiscal Services, and Research and Evaluation. 

Community Corrections paves the way for safe and healthy communities through interventions that promote personal change and accountability.

Financial Assistance Services programs provide economic support to single adults and families by helping to meet basic needs.

Healthcare Services oversees Lake Owasso Residence and the Ramsey County Care Center. The Lake Owasso Residence is a residential facility serving 64 people with developmental disabilities. The Ramsey County Care Center is a 164-bed facility that provides both long-term and transitional care for seniors. 

Public Health provides a range of services as it carries out its mission to protect and improve the health of people and the environment in Ramsey County. 

Social Services provides protection and support services for children and adults who are vulnerable or who need mental or chemical health services. Adult Services include Adult Protection, Disability Services, and Mental and Chemical Health services. Children and Family Services include Child Protection, Children’s Mental Health, Truancy and Runaway Intervention, Foster Care and Child Care Licensing, and Adoption services. 

Veterans Services provides guidance and assistance to veterans, their dependents, and survivors in applying for local, state and federal veterans benefits.
