Skills based volunteer: Email marketing and communications

Alliance Housing produces 2 e-newsletters each year on Constant Contact.  We'd like to engage a skills based volunteer to evaluate other email marketing software that may be more cost effective and meet our needs.  We'd also like someone to develop a new e-news format/template that reads well on smart phones and can be editted for each new e-newsletter in house.
